Food defense is a detection-and-response problem

The lettuce outbreak tied to Taylor Farms will be counted in cases, and the count is large. The more telling number is the calendar. Illnesses began in the middle of May and ran into the middle of July, and the recall was issued on July 18. For roughly two months the system accumulated patients before the product came off the shelf. The interval between the first illness and the recall functions as an after action review of how the food supply chain detects and responds to contamination, and the parasite behind it did nothing an intentional actor could not do on purpose. Contamination has no intent, and neither does a slow response. To the supply chain, the only difference between an accident and an attack is motive, and motive is invisible to a detection system. The mechanism and the exposure window are identical either way.

The detection method explains the interval. The outbreak was found by counting sick people, which makes epidemiology the sensor of last resort. It is reliable, and it only ever looks backward, because a case does not register until someone falls ill, sees a doctor, has a test ordered, and enters a surveillance database under watch. Each step takes days. By the time the curve is undeniable, the implicated product has been eaten, and the recalled lettuce carried a shelf life into early August, so quantities of it sat in coolers and on shelves during the investigation. In command center terms, the approach finds a fire by counting the burned rather than by the smoke detector, and the discipline it represents is accounting, not detection.

A forward sensor for the problem existed once. The USDA ran the Microbiological Data Program, which performed roughly eighty percent of all federal pathogen testing on produce, sampling fruits and vegetables already in commerce and reporting findings to FDA, CDC, and state health officials. The program ran about fifteen thousand samples a year at a cost near five million dollars, a rounding error against a single multistate outbreak. It was zeroed out in the 2013 budget and shut down on the last day of 2012, and the produce industry did not fight to keep it. Whose job the testing should have been, and which agency should have housed it, were contested at the time. The sequence is not in dispute. The country decommissioned its only forward sensor on produce pathogens, and more than a decade later detected an outbreak through the illnesses themselves.

The laboratory record compounded the problem. A sample eventually returned positive on the Taylor Farms lettuce and triggered the recall, and a day later the FDA re-reviewed the result, called it a false positive, and stated it did not represent true amplification. The recall held regardless. The single point-detection event in the episode was walked back and changed nothing, because the recall was driven by the case count from the start, independent of the laboratory result. When the instrument reading is that unreliable and the epidemiology is the trusted signal, the lagging indicator has become the primary one, and a lagging indicator arrives late by definition. Cyclospora is genuinely difficult to detect, which is the substance of the problem rather than an excuse for it.

Identifying a single grower and lot took weeks, and during that span the entire produce category carried the suspicion, the same effect a deliberate attack would produce. The damage does not stay on the contaminated pallet. It reaches every competitor selling the same commodity, because a shopper who cannot identify the dangerous bag treats all of them as dangerous, and a buyer who cannot trace quickly enough pulls everything as a precaution. Officials noted the outbreak was one of several cyclospora clusters under investigation at the same time, so the documented portion represents only part of the total. Slow traceability converts one company's problem into the category's problem, regardless of whether the contaminant arrived through irrigation water or through a person's hand.

For food defense, the outbreak shifts from a food-safety matter to an operations one, and the shift exposes where most plans are thin. The intentional adulteration rule directs a facility to identify the process steps where product could be deliberately contaminated and to mitigate those steps, which is necessary and incomplete. The vulnerability the outbreak exposed does not lie on the process flow. It lies in the dwell time, the lag between a contaminant entering the system and the system registering it, together with the speed of isolating and removing product once the contaminant is known. An attacker designs around the dwell time deliberately, and the parasite exploited the same interval by chance. A plan reliably names its vulnerable steps. The open question is whether it includes a detection tripwire that would actually fire, and whether anyone has measured the interval from first suspicion to isolated product.

A structural habit underlies the episode. Food safety and food defense both over-invest in prevention and under-invest in detection, because prevention can be written into a plan and shown to an auditor, while a detection gap surfaces only on the day something gets through. Prevention assumes every event can be stopped at the front door. Detection assumes some events get through and measures how quickly they are caught. A mature program carries both, and the outbreak illustrates a program whose prevention layer failed with little behind it. The contamination got in, which prevention was meant to stop, and it then ran for weeks, which detection was meant to catch, and the second failure is what turned a bad lot into a national event.

The corrective measures are not exotic. A program that builds detection rather than assuming it shares a short list of habits. It tests and holds incoming high-risk produce instead of shipping on trust. It samples product and environment frequently enough that the sampling functions as a tripwire rather than a compliance artifact. It maintains traceability that can name a lot in hours and exercises that traceability against a clock. It runs the recall procedure as a timed drill, on the model of a hospital code, so the first isolation under real pressure is not also the first ever attempted. The cost of the list is small against a two-month detection gap, and the list is the portion of food defense the intentional adulteration rule presumes already exists and that many facilities lack. A named tripwire that has never been drilled is the binder equivalent of the Microbiological Data Program, present until the moment it is needed.

The outbreak carried an unintended benefit. It measured the food supply chain's response time without an attack, and it recorded the cost in illnesses across most of the country rather than in a headline about a deliberate act. A deliberate event would not change the measured interval. The detection would still lag, the source testing would still be absent, and the traceability would still take weeks. Food defense is a timing problem before it is anything else, and the outbreak supplied a precise and expensive figure for the amount of time the system currently gives an adversary.

Touring

A patrol on a schedule is a schedule for everyone

Walk the same loop at the same times every night and the patrol turns into a published timetable. Anyone who watches the property for a week learns when the loading dock gets checked, and better yet, learns the forty-minute window when it does not. A predictable round deters nobody who is paying attention. The whole value of a patrol is the chance the officer shows up, and a fixed schedule trades the chance away for the comfort of a routine.

Mix it up a bit. Keep the number of rounds the same and change their order and timing so the pattern cannot be read from outside the fence. Hit the high-risk points on an irregular cadence instead of on the clock. The officer still covers everything, just never in a sequence anyone can memorize.

Be sure to document route variation. Create defined tour patterns and log whether pattern A, B, or C was used for a specific tour. Not only the route, but vary the start time of the tour a bit as well. If every logged round still lands within a few minutes of last week's, the variation is only cosmetic.

Signals

A restaurant buys its security to stop the armed robbery and the after-hours break-in. Interface Systems just measured a year of what actually happens, and the robbery barely registers.

The report ran 1.1 million monitoring events across 9,392 restaurants. Robbery, burglary, and theft together came to under 3 percent of the high-priority calls. Loitering and panhandling ran close to half on their own. Add disturbances and behavioral events pass 70 percent of the load, none of it the sort a door sensor or a broken window would report.

Hardware is built for the 3 percent. The other 70 is a man loitering by the entrance at six during the dinner rush, or an argument someone has to watch long enough to judge. Interface cleared more than 98 percent of the calls remotely and rolled police, fire, or medical on 1.5. The skill the numbers reward is a trained operator reading a live feed and deciding what to do, and no camera supplies it.

I have run centers with the same shape of volume, mostly low-acuity behavior with a thin line of real threats underneath. The operators who stood out earned it on the dull calls, talking a situation down before it reached a badge. Overnight carries a third of the load, and January runs 60 percent hotter than the summer floor. The payoff sits in staffing and training through the hard hours.

Pull last year's incident log and sort it by what triggered a high-priority call. If two-thirds of it is behavioral and the security budget is mostly equipment, the money is aimed at a threat the restaurant rarely faces.

Thursday overnight at the distribution yard. Quiet one, mostly.

Mikey comes at me start of the week with this new thing where I ain't supposed to walk my rounds the same way no more. Used to be I had a system, dock at eleven, back lot at midnight, fence line half past, like clockwork, been doing it that way for years. Now he wants me mixing it up, different order, different times, no pattern to it. I told him Mikey I know this yard better than the guy who built it, what do I gain walking it backwards. He says the point is nobody outside should be able to guess where you're standing. I figured it was busywork.

So Thursday I'm doing it his way, hit the fence line early for once, 40 minutes before I normally would. And there's a guy. Right at the section by the trailers, where I'd usually be nowhere near till later. He wasn't expecting nobody, you could see it, he had it timed, he knew when that corner used to go dark. Only it didn't go dark this time, on account of I'm standing there at the wrong hour for him. He took off before I got close, but he's on camera now and the cops have it.

Thing is, walk it my old way like I wanted, that corner's empty at that exact minute and he knows it, because I taught him the schedule my own self without meaning to. Run the same clock every night, you're handing out a copy of it.
